Top 10 List of New Year's Resolutions

This time, it’s going to be different. A brand new year, brimming with possibilities, and you’ve resolved to move through your house like a whirling tornado of can-do, fixing and painting and organizing. This year, nothing will stop you.
Based on the most-common top-ten resolutions gathered by “Time” magazine, USA.gov, and other sources, here’s an inspiring list of home management goals. 
1.    Lose weight (cut energy use): A good place to start is your HVAC ductwork. Ducts are notorious energy-wasters, leaking your heating and cooling air through holes and loose connections. Sealing and insulating your ductwork can improve the efficiency of your heating and cooling system by as much as 20%, saving you $200 per year or more, according to Energy Star and it may qualify for a rebate from your state or local municipality. Check the Database of State Incentives for Renewables & Efficiency.
2.    Quit smoking (purify indoor air): The EPA lists indoor air quality as one of the top environmental health hazards because indoor air is full of potential contaminants, such as dust, mold spores, pollen, and viruses. The problem is at its worst during winter, when windows and doors are shut tight.
Help eliminate harmful lung irritants in your home with these maintenance and improvement tips: 
- Maintain your HVAC system and change furnace filters regularly. Use the highest-quality filters you can afford ($10-$20) and change every month during peak heating and cooling seasons.
- Keep indoor air pristine by using low-VOC paints when you remodel your rooms.
- Use localized ventilation in kitchens and bathrooms to remove cooking fumes, smoke, and excess humidity.
- In fireplaces and wood stoves, burn real firewood rather than pressed wood products that may contain formaldehyde.
- Use a portable air cleaner to help cleanse the air in single rooms.
3.    Get out of debt (budget for improvements): Creating a yearly budget for home improvement and maintenance helps prevent overspending, and encourages you to put aside money for major replacements — such as new roofing or a kitchen appliance — that come up every few years.
Data from the U.S. Census Bureau says that average annual maintenance and home improvement expenditures are about $3,300 per household. Leading lending institutions agree placing average costs of yearly maintenance and upkeep at 1% to 3% of your home’s initial price.
4.    Learn something new (educate yourself on home finances): Want a little education that goes a long way toward your financial health? Learning how to improve your insurance score can help you keep your home insurance premiums from getting out of hand. Here are a couple of easy lessons:
- Letting credit card debt build up is a black mark on your credit history — and an indicator that you’re likely to file an insurance claim. The more claims, the higher risk you appear to be to insurance agencies, which lowers your insurance score. Low scores mean higher rates for home insurance.
- Keep payments on loans up-to-date. Don’t miss payment deadlines; if you do, notify your lender that your payment is forthcoming. Delinquent payments signal insurers that you can’t manage your money — resulting in a lower insurance score.
5.    Get organized (de-clutter): No excuses — that clutter has got to go! Start by creating more storage space so you can stash stuff easily.
At wit’s end for new storage space? You’ve probably got storage solutions you didn’t know you had. Put up a high shelf between the walls of a narrow hallway, and tuck storage in out-of-the-way nooks, such as under-stairs spaces and between wall studs.
6.    Volunteer (support your community): You can volunteer your time and energy to help others, and at the same time help promote safety and preserve the value of your neighborhood.
- A neighborhood watch program fosters a sense of community and helps stop crime. Set up a meeting with neighbors to discuss concerns and priorities. Gather facts to present at the meeting: What kinds of crimes happen nearby? Are there patterns? Ask a local police representative to come to your first meeting to answer questions.
- Start a community garden. Bring together neighbors for bonding, eating healthier, and saving on groceries. A 4-by-16-foot raised bed garden plot provides $200-$600 worth of food annually. As the organizer, you can expect to spend 20-30 per month for six months getting your community garden going.
7.    Drink less (curb home water use): Our houses are thirsty. The average household uses about 400 gallons of water each day, or almost $700 per year in water and sewer costs. Making a few simple changes, such as installing EPA-certified WaterSense products, could trim up to $200 from your annual water bill.
8.    Spend more time with the family (share home improvement projects): Spending quality time with your family takes quality planning — but it’s worth the effort. Rally your family around these fun-to-do projects to make every minute count:
- Plant a tree. Shop for a tree that’ll become a new member of your family. Have your kids name it and help care for it. You might have to dig the hole, but everyone can take turns adding mulch and watering it. A bonus: planted where its shade will protect your house from summer sun, a $50-$100 tree cuts your yearly energy bill by $100 to $250.
- Make a home emergency preparedness kit. Make a scavenger hunt of gathering up all the necessary supplies, such as flashlights, toilet paper, and duct tape, and assemble your kit during an evening together. It’s a good, non-scary way to teach small children about what to do if there’s an emergency.
9.    Get fit (exercise your DIY skills): Looking to trim a little of the old spare tire? Routine home maintenance and repair is a double win — you’ll burn calories while keeping your house in tip-top shape. Try these essential fix-ups and improvements from CalorieLab:
- Building a fence: 340 calories per hour
- Caulking windows and doors: 280 calories per hour
- Cleaning rain gutters: 272 calories per hour
- Installing ceramic tile: 238 calories per hour
- Interior painting: 136 calories per hour
- Chopping firewood: 340 calories per hour
- Mowing the lawn: 306 calories per hour
- Planting shrubs: 238 calories per hour
- General gardening: 204 calories per hour
10. Be less stressed (use maintenance-free materials): If you want less to worry about, install low-maintenance materials and products designed for durability and long, trouble-free service.
- Fiber-cement siding lasts for 50 years or more. It’s weather-proof, and resists dents, fire, insects, and rot.
- LED bulbs last a phenomenal 20,000 to 50,000 hours between changes, or about 18 to 46 years when used for 3 hours each day.

Bethesda Gets Charged Up!

If you live or work in the Bethesda area and own an electric car, you’ll soon be seeing new places to stop and charge up your vehicle.

Car Charging Group, a Florida-based electric vehicle charging service, is teaming up with Federal Realty, a national real estate and development firm, to install seven new Level II, 240-volt car-charging stations in the Washington, DC area. In Bethesda, the new stations can be found at Bethesda Row, 4950 Elm Street. Other new stations will be located at Rockville.

The charge will most likely be $3.00 per hour.

According to the Montgomery County Department of Environmental Protection, the county currently has about five charging stations for the 94 plug-in vehicles that are registered in the county, so having more stations will really help out local electric car owners in Washington, DC and her suburbs.

There are about 202 plug-in vehicles registered in the state of Maryland, which are serviced by 80 charging stations at 40 locations.

Being green definitely pays off. If you purchase a plug-in electric vehicle in Maryland by July 1, 2013, you’ll be eligible for a $2,000 excise motor vehicle tax credit. This is in addition to the existing $7,500 federal tax credit for the purchase. Electric car owners can also get a $400 tax credit toward installation of electric vehicle charging stations in their homes.

Bethesda Entrepreneurs Translate Technology into Success

Entrepreneurship and innovation are alive and well in Bethesda at a place called TNT Creations. The company has developed a great new iPhone app called Transfire, which automatically translates any text into the language of your choice using Google Talk, Yahoo! Messenger or TNT’s own instant messenger.

This new app was created by two Bethesda brothers, Jonathan and Elik Toplosky, to “create a global network that eliminates global barriers,” according to Jonathan. Since launching this application about a year ago, Transfire has picked up 200,000 users and been featured on Entrepreneur Magazine’s list of 100 Brilliant Companies.

TNT’s 12 employees include designers, web developers and software engineers, who the Toploskys hope will help them expand Transfire for use on BlackBerry and Android devices. They plan to have the app integrate with Facebook in the near future and hope to eventually turn Transfire into its own social network site. Jonathan hopes this becomes “a game changer in the social networking world.”

So if you’re traveling to another country for business or pleasure and don’t speak the native language, head to the iPhone app store for Transfire. The IM version is free, and the premium version, Transfire XP, sells for $1.99.

Downtown Silver Spring Transit Center Delayed Again


The completion of the Silver Spring Transit Center, currently under construction next to the downtown Silver Spring Metro, has been pushed back AGAIN. My neighbors in Rosemary Hills and Rock Creek Forest have been eagerly waiting for this facility that was supposed to open in the Spring of '09.

Delays this time have been blamed on concerns about the facility's long-term structural integrity among other issues. Valid concerns, but we're talking about a project that is opening three years behind schedule and $25 million over budget. Plus, the urban park will not be completed by the opening date, AND the two-tower mixed use development may not happen at all due to the weak economy.

Looks like my neighbors in Rosemary Hills and Rock Creek Forest, as well as those in all the surrounding areas, will have to grin and bear it for a little while longer. Let's just hope there are no more delays...and overruns in the budget.

January 21, 2012: Ohr Kodesh Movie Night


Here is a family event ideal for the residents of the Rosemary Hills and Rock Creek Forest communities. The Ohr Kodesh Congregation will be hosting a movie night this coming January 21, 2012 from 6:30pm - 9:00pm. Ice cream sundaes and popcorn will be available at 6:30 PM. 
Dolphin Tale and The Smurfs will be shown for children beginning at 6:50 pm. There will be supervision for the kids.
For adults and teens, 
A Matter of Size, a comedy about a group of overweight men in Israel who aspire to become sumo wrestlers, will be shown. It is comedic and poignant at the same time.

Don't Miss the Tax Appeal Deadline!

Although certain parts of the Washington Metropolitan Area have seen appreciation in home prices, many have not.  Real property taxes in our area are based upon tax assessments and not on sales price.  Accordingly, many of my clients ask before, during or after settlement whether they can appeal their real property tax assessment to lower their property taxes.  The short answer is yes, but the deadline for some is approaching fast so it is important for you to know the facts.

In Maryland a third of all residential and commercial properties will receive new tax assessments for 2012, 2013 and 2014 this January.  Each property is re-assessed every three years to help insure that the real property taxes are based upon current market conditions.  The assessment process is carried out by the State Department of Assessments and Taxation at local county levels.  The tax assessment is supposed to be based upon the current market and comparable homes, just like an appraisal.  However, in a market with declining real estate values it is very important for homeowners to review their notice of assessment in order to determine if it is representative of the true market value of their property.

The following are some of the timeframes when a notice of appeal must be filed by:
  • New assessments require a notice of appeal to be filed within forty five days of receipt of the assessment.
  • If your property is not being re-assessed in 2012 but events have occurred that may have caused a decline in the value of your property, an appeal can be made out of the normal three year timeframe if completed by January 1st. 
  • If you purchased a property and the property is transferred after January 1st but before July 1st, you may file an appeal within 60 days of the date of transfer.
  • If you purchased a property between July 1st and December 31st, your may file a petition for review on or before January 1st.    

After filing the petition, you will be scheduled for a hearing.  If you prefer, a written submission can be reviewed in lieu of a hearing.  Our experience is to request a hearing and go prepared with comparable home sales.  Typically, the assessor will hold a very informal and brief meeting with you to discuss your grounds for appeal and then take the matter under advisement.  The assessor will send you a letter in several weeks with the results of their decision.

A Holiday Present for Bethesda

Overlooked in all of the holiday hub-bub was a very nice present for the city of Bethesda. The Office of Economic Adjustment, an agency of the U.S. Department of Defense, has awarded the city nearly $90 million dollars for transportation projects related to the enlarged Walter Reed National Military Medical Center and NIH.

The medical center has a goal of providing world-class health care to those wounded in military service. This objective, coupled with the larger facility, has increased visits to the medical campus by 100 percent. The center’s staff also grew by 33 percent.  As a result, traffic congestion and parking issues now abound in Bethesda, where the transportation infrastructure was already at capacity.

The federal money will go a long way towards alleviating these issues to allow patients, families and medical staff quick access to the medical center when needed, and it will break open the road and parking congestion experienced by Bethesda residents in the area.

There are six overall projects planned to reduce gridlock, improve vehicular mobility, and promote pedestrian safety around the medical center. Specifically, the projects include building a new entrance and improving pedestrian access at the Medical Center Metro Station along with improving traffic operations at the major intersections along Rockville Pike, Connecticut Avenue, Cedar Lane, Jones Bridge Road, and Old Georgetown Road. These improvements will augment the new sidewalks and bike paths already built around the hospital.

With the awarding of these funds, Bethesda will be able to continue functioning as a first-class city for residents, visitors, and those needing care at a top-notch medical facility.

1)  Vote #1: By way of background, to the best of our knowledge, although Neighborhood Watch meetings have taken place more recently, the last formal meeting of the Rock Creek (Forest) Citizen’s Association (RCFCA) took place on December 7, 2006 (See, http://rockcreekforest.webresident.net/association/rockcreekforest//RCFCA.HTML), The Constitution and Bylaws of the Rock Creek (Forest) Citizens Association were last updated on March 28, 1984 and are in need of revision, yet they are registered with the County, delineate the Association’s geographic boundaries, and provide a framework for conducting meetings (e.g., in accordance with Robert’s Rules of Order – Revised, quorum of 15 members, any adult person who resides in the territory is eligible for membership, any eligible resident may become a member by payment of $5 annual dues—which I propose waiving until the Bylaws are revised--and each member shall have one vote).  The Bylaws were posted on the RockCreekForest@yahoogroups listserve on December 12, 2011 by Abe Schuchman; for a copy of the Bylaws, please call Terri Salus (301-587-5017).

Starr, Superintendent of Schools described the new site selection process for the Bethesda-Chevy Chase (B-CC) Middle School #2.  Of particular note, Dr. Starr directed “that a representative of each registered homeownwers’ association that encompasses or is immediately adjacent to each candidate site be invited to participate on the SSAC” (Site Selection Advisory Committee).  The RCFCA, in addition to the Rosemary-Hills, Lyttsonsville, and many other registered community associations adjacent to the 9 other sites that were originally considered, have each been invited to offer a representative to serve on the SSAC. The individual receiving the most votes will serve as the RCFCA representative and the individual receiving the second most votes will serve as the alternate.
